Viktor Chumak is a PhD in law, an assistant professor and a Major-General in Justice. During his military service, Mr. Chumak held command positions in the Armed Forces of the USSR. Mr. Chumak was one of the founders of the National Academy of the State Border Service. He is the author of 12 research papers and also headed and participated in working groups to develop 11 laws. From 2001 to 2004, he was a permanent member of the Ukrainian delegation involved in negotiations with the European Commission on the Ukraine–EU Action Plan in terms of justice, civil rights and re-admission. From 2002 to 2004, he headed an informal group under the Administration of the State Border Service to study experience in reforming border services and transforming law enforcement bodies in Germany, Hungary, Poland, Slovakia, and the US.
