Mr Hiscock’s role is to support the director in further establishing ICPS as the leading independent public policy organisation in Ukraine, and to raise the profile of ICPS internationally. His main areas of expertise are in international relations, security sector governance and dialogue between civil society and governments. Before joining ICPS, Mr Hiscock worked at London-based non-governmental organisation Saferworld, managing their programmes in Eastern Europe and Russia. He has also cooperated with a number of other international organisations on projects and publications, including DCAF, NATO, and the Foreign and Commonwealth Office.
