Ways to improve the institutional system for counteracting discrimination
Ukraine does not have an effective system for countering sexual discrimination. The Ukrainian laws do not identify the forms of gender discrimination and the procedures for appealing against sexual discrimination and sexual harassment, and also do not establish civil and administrative responsibility for discrimination. The institutional system for counteracting discrimination is undeveloped. As part of the “Policy Campaign for Promoting Gender Equality in Ukraine” project, the Centre’s analysts are working for creating mechanism for the protection against sexual discrimination

In search of a way out: how to find a democratic country in this political crisis
The political crisis gripping Ukraine today happened because the country lacks institutes to defend political
competition and democratic freedoms. What is critical is that this crisis be resolved in a legitimate,
constitutional manner, whether that be calling legitimate early elections or through a negotiated
compromise. Even more importantly, it must push all of Ukraine’s political forces to undertake
reforms that will enshrine the country’s democracy.

Ĺconomic forecast from ICPS
The latest issue of “Quarterly Predictions” is out in print, with ICPS’s updated political and economic
forecast for Ukraine for the next three years. According to the Centre’s research, Ukraine’s economy will
grow at a moderate pace. ICPS economists expect real GDP to grow 6.5% in 2007, 5.5% in 2008 and 6.5% in 2009.

Raising social standards: A test of how democratic process is maintained
Ukraine has introduced a democratic system of checks and balances among the three branches of power.
Today, the system is being tested, and so far it is failing because a very important part of it
is missing. A system of checks and balances means that every decision by one branch of power has
to face a procedure of criticism and opposition from one of the other branches of power. But the second
part of this process, mandatory attention to these objections, is not taking place. Democratic
process does not allow for the option of ignoring the objections of one of the branches.

Prospects for Deep Free Trade between Ukraine and the EU
Although it is the easiest alternative in terms of implementation, a simple Free Trade Agreement that cancels tariffs on goods in addition to the conditions of WTO accession would bring very few advantages to Ukraine—and even fewer to the EU. On the contrary, although it will definitely be harder to institute, a deeper accord on Free Trade with the EU, the FTA+, could form the basis for an economic strategy that would ensure rapid growth in Ukraine.
